i140 rejected - appealed but no response yet

Current Status:
Citizen: Indian
Status: i290B Pending because i140 denied (Ability-to-Pay on Substitute labor)
H1B in 7th year.

Given that i290B is pending since 2 years – and I have no idea whether I will get an approval or denial, I wanted to know what are my options?
