That is talking about "accompany or follow-to-join" derivative benefits. It is not limited to EB, certain family categories ans even DV can benefit. There is a high fraud rate and it is difficult to all because of that.
The information in #4 is wrong. The thing to do AFTER entry is to file an I-824 with USCIS to submit the marriage certificate for "follow-to-join" benefits. If one is still abroad and can contact the Consulate through some procedure they have......that may vary by individual locations around the globe.
