Hello, my sister and BIL are here in the US on L1-B visa in NY. I would like to file permanent residency for them. I am in California, and in the process of becoming a citizen. Is it possible for their L1 to expire(after 3 years I believe in 2014) and still be in status if they overstay. Just thinking about my options..

After you become a US citizen, you file I-130 for your sister and wait for another 10 years or so before she can get a green card.

i dont mind waiting 20 years..but can they stay and work here. that is the question. No they cannot stay in the US without a valid status. Filing I-130 does not given them any status in the US. They can stay as long as their L1 allows.
