Just checking at what stage of the process do the USCIS ask for police certificate from various countries that the applicant has once lived in.
I am a USC and filing for my wife who is in her home country. She lived in US and UK for more than 6 months.

No need for anything for US, you will need to get it from UK though, you have to send it to NVC with DS-230. Approximately 2 months after the I-130 is approved and the case forwarded to NVC.
Send it to NVC even if we are doing Consular processing?

Yes, NVC collects the originals, assemble everything needed and then schedule the interview at the embassy and send the whole file to th embassy. At the conclusion of the interview all originals are returned.
