My sister has filed an I-130 for our dad recently after she became a US Citizen. When I punch in the WAC***** receipt no in the USCIS case status link, it cant find the case. Is this something that happens with all such cases or something is wrong?

Wait 30 days then ask your sister to call the USCIS customer service number. Once she speaks to them, ask her to request to speak to the secondary customer service agent. The secondary cust svc representative will send an e-mail to the department handling the file and update the application number on the system.
