question about mailing I130

It may be quite a trivial question.
I am sending I-130 to USCIS for my father who is out of US (while, I am in US). I am sure that I have to submit application at Chicago lock box. The address mentioned at
http://www.uscis.gov/portal/site/usc...0045f3d6a1RCRD
suggest that:
1. I 130 if you live in US/ Canada--- PO box 804625 (US post office) or 131 south dearborn (express)
2. If you live outside US ------ USCIS overseas consulate.

The confusion is how should I interpret instructions it is my presence in US (option 1 for mailing) or my fathers out of US status (option 2- Consular) will determine where to send application.
