I think you are referring to the Child Status Protection Act (CSPA).
you need to know when the petition was filed, date approved, priority date became current and etc. to calculate if you qualify.. Theres lots of sites that explain how to calculate it...
Just to keep the record straight, your uncle sponsored his sibling only, not both your parents. Whether you will get a GC or not will depend on the dates that LVNV has requested you to furnish.
