Click on the Siblings Link. You must be a USC to petition for brother and his family. This is FB-4 category. See Visa Bulletin at State Department website (Google for it.) It is a very long wait time 9 years minimum, for visa availability. His older kids lose eligibility if they marry or reach age 21, whichever comes first.
