Stuck in the System

I have been married to an illegal immigrant for 9 years now. He has been illegally in this country for 13 years. We have hired two attorneys in the past to try and help us get him legal. The first attorney got the I-130 approved and thats as far as we got. My husband has an A number, but each time we try to move forward we are told that it is not a good time to pursue. I am desperate to have him become legal in this country. Ever since 911 he cannot even have his TN ID card renewed to have any form of identification in this country. I need advise on what I need to do to have this process move forward for us. I need him legal. My husband is the sole bread winner for our family and his presence here in the states is essential. Can someone please HELP!!!!

Each time the attorneys have stated that because he entered this country illegally he would be deported back to his country and would have to remain there until all paperwork was finished. Needless to say I am not an attorney, but this does not make sense to me. I am a us citizen I was born and raised here. Other people I know and we know together have gotten their citizenship status. I thought it would be easy for him to get his citizenship because he was married to me, nothing has been farther from the truth. I need guidance with this process I know nothing about. I dont want to have him deported by not following the proper chanels. If someone could just take me by the hand and help lead us where we need to go. I would be very grateful. Yes, that makes sense. There is no route to legalization at present if he entered the country illegally.
