Visa center where? What address?

If you send all papers to NVC after they contacted you then you probably didnt file I-485 with I-130 concurrently. Let NVC know she is in US and follow their instructions.

i did send all the paperwork needed at the

NATIONAL VISA CENTER
ATTN. CMR
31 ROCHESTER AVENUE, STE 100
PORTSMOUTH, NH 03801-2914

like i said before she came here legally and ran out of status
as far as i know she can adjust her status without leaving the US
i did give the i-94 and border crosser visa number in the 1-30 application
