Today i got this email

what does it mean ?? its opsitive or negative sign

i am in the green card process , i am married and over 21 , my father a US citizen filed I 130 for me

I dont understand why you filed to reopen... If your petition was filed only in Jan 2009, why was there a denial to start with?
