I submitted my marriage based GC application last month. When can I get a social security number and drivers license? Do I have to get a green card to get them? If I get an employment authorization document, can I get both of them?

If I get an employment authorization document, can I get both of them? Yes. But you probably have to get the SSN before you can get the license.

I went to DMV to apply for a driving license , they refused as I didnt receive my social security number yet.. did anybody have the same experience?

yes i do have the same experience, so i am still waiting my social security number. they said on the driving license application form you need to write your social security number.
