From GC to USC

Once a GC is received I believe a person becomes eligible to file for USC after five years. This is not a marriage base GC but family petition F-3. How does the absence count towards the five year period. For example if the GC holder moves abroad for studies? How does this affect the five year waiting timeline?

That depends on how long the GC holder moves out for. An absense of 1 year will reset the naturalisation clock.

How about if GC holder moves abroad for 9 months, back for 3 months, then abroad for 9 months, and so on. Would that reset the naturalization clock too?

This person will not meet the physical presence requirment. Remember, they look at the entire travel pattern too.
