Yes, DS-230 part II is required - its just that your parents cant sign it before the interview. They will have your parents sign it after oath.
help pls... DS-3032, the original copy was lost, but we have the xerox copy here, is it okay to send the DS-3032 form xerox copy to be send on nvc?
you need original copy because of the signature requirement.
