Yes and no. If youre married at least 2 years on the interview date, upon approval youd get a 10 year unconditional card, whether your spouse is Cuban or not. Given how long you have to wait for an interview if youre married to a green card holder, youll probably have completed the 2 years before the interview.
But if youre married less than 2 years, you first get a 2-year conditional green card, whether your spouse is Cuban on non-Cuban.
The OP is suspicious to me, the context of the question is focused purely on the green card, plus the partners nationality... I also understand that if you marry a Canadian, you get a 20 year unconditional green card...lol!!!
