Immigration Site

Hi,
My NVC documents will be sent to my Native country "Tunisia" when my PD will become current "Soon", but i am currently residing in Canada, can i do the DS-3032 and then the DS-230 from Canada, and then perform the medical and the interview in Tunisia?
I didnt submit address change to the NVC and they havent send me the choice of address and agent yet, so technically, they will still mail them to Tunisia, and in that case i will probably either ask my family to mail them to me or ill do them online, so i am wondering if they will say or notice something about documents sent to Tunisia and being returned from Canada?
