I was looking at USCIS site and various other sites. I could not figure out which category of Family Based Green Card do my parents come under? Is it 2 or 4?

Thanks If US citizens sponsor their parents, there is no waiting period. They are immediate relatives.

If US permanent residents sponsor their parents, there is waiting period.
