hello dears; i need help regarding the following question:
I am US Citizen and I filed I-130 for my sister back in 1998, when i filed the I-130 back in 1998 my sisters daughter was 13 years of age, now that her priority date is current her daughter is 23 years of age, my question is if her daughter can file adjustment of status as a dependent child together with her? any information will be greatly appreciated. thank you

are both of them in the States in a legal status?

Read up on Child Status Protection Act. There is a formula in it that allows you to calculate "immigration age" for a child, even if their real age is over 21.

Adjustment of status? They have to be in the US legally to be eligible for adjustment of status based on a sibling petition. Have they managed to maintain legal status for all of 12 years, or did they leave the US for some time and then reentered legally?

Your sister and niece in the US or outside? Where have they been living for the last 12 years?
