Birth Ceritificate Unavailable- Affidavits needed?

Hi all,

I am putting together the papers to apply for my FILs green card and he does not have a birth certificate. He is 74 years old and was born in India before it was common for births to be registered. I know I need to get a Non-availability certificate from the municipality where he was born, but do I also need the two affidavits of people with knowledge of his birth? He is 74, both his parents are deceased and he is the oldest sibling, so no older brothers or sisters. He is basically the oldest member of the close family still living, so I am not sure what to do about providing these affidavits.

Any one have a good suggestion? Thanks for your help.

One Affidavit is required from someone older than him with the non availability certificate, theres got to be someone in family that can provide one if his parents are not alive.
