I would chose #2. Why pay again for something already in place?

Interfiling from employment-based to family-based is hit-and-miss. Sometimes they reject it, sometimes they approve it. Sometimes they accept the interfiling request but then continue to treat it as a retrogressed case and make it collect more dust for a long time because somebody at USCIS isnt aware of the interfiling to the IR category. So be prepared for possible delays and hassles if you choose option 2.

Although I like option 2, since it is less expensive and seems to make more sense. I will take option #1, since it is less risky and maybe USCIS will treat it as a whole new case...and process it faster.
