I am planning to file I-130 for my mum. I have 2 siblings aged 16 and 19? The 16 years old already has an approved I-130 but will have to wait for about 8 more years to be current and until then visa will not be available for him. My 19 years old sibling on the other hand has not pettition on file. Will they both be able to travel with mum I-130?
I need your advice on how to move forward at this point.

No. Neither one will be a derivative of their mother. No IR (Immediate Relative) has any dependent or derivative provision.
As an LPR ,"mum" can file -130s for her children (unmarried & under 21 are F2A on Visa Bulletin, unmarried & 21 or over are F2B, and when "mum" naturalizes her kids can shift to FB-1 and may marry AFTER she naturalizes and shift to FB-3).
File an I-130 for your 19 y/o and as sonn as "mum" arrives have her file I-130s for both of them. (Cover all bases.)

Your mother cannot upgrade your I-130 that you filed for your sibling, assuming that is what you are asking.
