for a parent? I have a 2-yr green card can i file for my Dad or do I have to wait until I have the 10-yr GC?

Only a U.S. Citizen who is 21 or older is allowed to file for a parent.

A conditional LPR may file an I-130 for those categories normally allowed for any LPR (if conditions are not lifted, then any pending petition would be denied).
