Lawful Permanent Resident - Mother petition her son under 21

Hi Everybody, Im new in this forum and glad to find this site.

My Mother is a Lawful Permanent Resident or Green Card Holder she is planning to petition her son which is my brother who is under 21 and lives in the Philippines.

1) Does she have to file form I-130 only?
2) When she will send the Money Order $420.00 for I-130 Petition for Alien relative?
3) What is the purpose of form G-325A? Does my Mother will fill up this form and put her information?

In Addition: Her under age 21 son is not married

1) Yes, only I-130 right now
2) With the I-130
3) For a parent sponsoring a child, G-325A is not required until near the end of the process

Note that the overall wait time for under-21 children of LPRs is about 4 years.
