1-140 to family based green card

Hi,

I am a US citizen. My fiancee is on H1B status with his 1-140 approved. After our marriage, can I start the process for his greencard. If so, what do I need to do to upgrade the employee based green card to family based greencard?
What are the timelines for the process?
