Immigration Site

Hi,
I have been living in Seattle for the past few year and have a house in Dallas. I recently applied I-130 for my parents using my current Seattle address as applications for parents get processed fairly quick and I knew I wont be moving. I was wondering if I can I apply from my brothers using my Dallas address as it is as a permanent address considering the number of years it takes for siblings.

Any advise would be helpful. Thanks!
