Im USC and Im going to file the petition for my parents. I have a 17 years old young brother. Someone told me that he would get immigration with my parents since he is under the age of 21. Is it a true statement? Or do I need to file a separate petition for him. How long would it take him to get here on immigration?

He cannot come with your parents; your parents are "immediate relatives" and your brother is not. See the USCIS website for family based immigration instructions. Based on his status, you can file for him as a sibling, and once your parents get a GC, they can file for him as well. See the visa bulletin at the Department of State website to calculate estimated times.

Concernedforus is right, now on the other hand, your parents, as soon as they get here can file for your brother, as Unmarried child of LPR under 21, waiting period for that I believe is about 2 years, look it up on usciss website. It will be much better than you filing for him.
