Does anybody know whether they issue interim EAD anymore?

Interim EAD is issued if somebody has not received his EAD after 90 days of filing. It is like temporary EAD which USCIS issues until they make the decision on the regular case.

Sorry, not since 2006. So how does it work if somebody has not received his EAD after 90 days beside calling them every week and making infopass appointment.

Can one do anything or just suffer of USCIS incompetencies?

You can put in service request either by calling USCIS or during the infopass with your local office. They have to tell you what is going on with your case, you should get the response within 45 days (possibly sooner)
