I want to apply for an immigrant visa for my parents. Is it better to apply when they are here or apply in the native country. I have heard that there are more steps involved when the immigrant visa is applied from outside the USA.

Both avenues will require your parents to pass security and medical checks. I personally would advise you to apply for their immigrant visas through a US consulate/embassy.
