Labor was filed from different state than payroll was running

I have a situation where my labor is approved.
But labor was filed from DE but payroll was running from NJ. There was no income for the company from DE state.
How can I go ahead with I-140?
How is my company going to provide the tax paper for the labor filing year for that state?
